Hi codezela,
the base is the same, we just add a lot of configurations and apps where neon ships mostly a vanilla default kde setup. You could manually add the maui packages and try to apply those settings to neon, but maybe it's easier to install maui and copy over your homefolder.

Shouldn't it be enough to install all packages with maui in the name? Or are there additional tweaks?

Yes, thete are some more tweaks and configs, usually starting with "default-" or "artwork-" in the package name (which will become more clear wirh Maui 2). Then one would need to apply most settings like sddm theme, etc. manually.
