Nothing is synced for the release repositories. If you want newer Plasma packages from neon you need to activate the backports repositories (already there but commented out). Here we will add tested newer Plasma versions after they land in Neon. (and where tested by us of course)

1) what is the frequency of sync between Maui backports and Neon repo ?
2) now in Neon there is colord-kde version 0.5 (in Ubunto, so in Maui, the version is 0.3), will be this package put in Maui backports repo ? When ?

sync frequency will likely depend if there are bigger known issues:
Could be usually between a few days for minor versions and a maximum of 4 weeks, if its a combined update of major frameworks releases, plasma and kde apps, with the option that we may skip 5.x.0 releases and wait for 5.x.1 or 5.x.2 bugfixed releases 2 weeks later, e.g. 5.9.2.
