There isn't a setting per se. It consists of many different configuration files.
Why do you want to change settings there ?

As for the user-manager I know that there were some changes not to prompt on every change especially those ones who don't need authentication. This might've broken stuff.
There is an error report already.

If you suffer from that issue please confirm with your distribution data (e.g. maui) and detailed description on what you clicked in the user-manager to reproduce the issue.

The reason is maybe this: when I go to System settings -> Startup and Shutdown -> Background services I can see that the service called Accounts is Not Running and I cannot start it by hitting the Start button. It just stays Stopped. Maybe that is the reason why the User Manager doesn't work.
It's not the Accounts service. In my newly freshly installed Maui 2.1 it worked OK until I installed the updates. After that it stopped working, so the problem is in some of the few updates that come after fresh Maui 2.1 installation.

Not sure of that, i detected that problem earlier with Maui 2. Sometime it works sometime not. The evolution is that now it never works.

The only way to get a new user using user-manager is to check the box admin for this user. In that case polkit display the window asking for your password and the new user is created with the expected rights.

Please mention these findings on the bug report so the developers get to know about this.

As per https://forums.mauilinux.org/showthread.php?tid=24146 I'm currently in the middle of converting my Lappy to dual-boot Maui + Mint. In the wee small hours i finished the Maui 1 installation & progressive upgrade to m2.1/p5.8.3. After that, when i was at the point where i needed to create a 2nd User, all attempts to do so via Settings - User Manager kept going wrong... user appeared to be created, but couldn't get the right permissions & encrypted /home access that i needed, couldn't use KWalletManager correctly, etc. 

At that point i had not seen this thread, but i did my usual "trick"... gave up on Settings - User Manager, deleted the abortive 2nd User account, & installed gnome-system-tools. I discovered this tool a year or two ago, as Mint 17.x KDE4's User Manager also sometimes threw wobbles, + for setting up VirtualBox Shared Folders this Gnome tool is also extremely handy. I know that KDE/Plasma purists will recoil at installing a Gnome thing, but it is really handy to have available. FYI.
