FYI, received this overnight response from the Plasma Dev who investigated this bug once i'd raised it.

I've installed Maui in a virtual machine and upgraded to 5.8.
This issue is caused by mixed files from different versions. Namely,
/usr/share/default-settings/plasma5-profile/plasma/shells/org.kde.plasma.desktop/contents/activitymanager
is from an old Plasma version, while the backend is new.
