Always looking for the behaviour of the user tool of system config, I tried to add new users. As previuosly mentionned :

The user tool does not ask for the permission, and so the user is not created.
If I want that the new user to be an admin the dialog window for the permission is displayed and the user is created.

What has this todo with sddm ?
I think it is more of a bug of the user-manager.
It definitely has shortcomings here and there.
The best thing is to report every bug you encounter upstream to KDEs Bugtracker.
