Some new data.
I installed KDE Neon 5.10.1 on the previous laptop, with always / and /home as separated partitions.
Overall boot time 45 s.
Perhaps this could help in debugging steps.

That is for bringing up your network devices. So it is necessary otherwise you won't have any wireless or wired lan
