I think it is. You need to refresh the packagelist (e.g. apt-get update) to sucessfully get those packages aswell. So execute that on live session before trying to install.
Also make sure that all ubiquity packages marked for installation are from our repo.
As for the Maui 2 ISO we ship a working installer there. This ubiquity one is kept for compatibility reasons for Maui 1 in our repos. This means it's the exact version including the slideshow that still shows Maui 1 in its slides.
So the default way for most our users is simply using calamares and not fiddle with installing ubiquity.
However our advanced users like you who want special features (th e ecryptfs /home) should be able to install the old installer if they wish so.
