You could download the 2 debs from there and see if they install without adding the ppa:

So i first unchecked the ppa then downloaded the two pkg.
Tried to install first the common package, seems oK
Second skrooge-kf5 : failed, unable to satisfied the dependances.
changing the order of installation do not improve things.
Checking with synatic, the common package is marked as installed.

I asked the author of Skrooge for the dependance, see the forum here:

I checked Mint Kde 18, and in that case i can install skrooge 2.4, and then i can use my actual data from skrooge.

The question i have is if i could expect from Plasma LTS a stable version of qt so that I can perform a compilation of skrooge on neon and Plasma 5.8.

I compiled the ppa beta 3 packages agains Maui and put them here on my personal box.com share.
skrooge-kf5-common.deb https://app.box.com/s/308lboky84kor1r1je4jze09xnbfqqxt
skrooge-k5.deb https://app.box.com/s/py7fte3p6vxa6mpepkgv7347zso996qr

For the future you can just use dget (from devscripts package) to download and extract the ppa package (dget can be used like wget but you only need to give it the url to a .dsc file and it will download everything necessary) and debuilder (also from devscripts package) [run debuild -rfakeroot in the extracted source directory to build] to build the package.

Thanks a lot Leszek, it works. For the future you mean as soon as Plasma 5.8 is out ?
Nevertheless its a good news, i will shift my laptop to maui1.

You don't need to recompile when Plasma 5.8 releases. Just when a new version of the application gets released.
