There are two possibilities. Either the software for detecting if a headset is plugged in is buggy (its an pulseaudio module like described in the thread here https://forums.mauilinux.org/showthread.php?tid=23988) or the hardware might have a problem. (usually there are two or three little blades inside the jack that need to press on a small plate when something is plugged in to signal that there is something plugged in. Dust might get in there and block those. So make sure that they are clean [blow inside])
The pulseaudio -k method should always work when the headphones are plugged in and detect them no matter if there is a buggy software module or not. If it isn't then it might be more of an hardware issue.
Can you check with a differen distribution or operating system if the headphone detection works fine there ?
