If you want to add new users to your sytem, you have to use the user gestion of Configuration system.
I checked for three additional users.
one
two
three
with passwords accepted as good.
In the login screen all three new are displayed provide you use BreezeNew or Maui (dont use Brise).
In the Manager user of system configuration only one and three are displayed !!
Dont change faces icons, the one you change is attributed to the main user.
If you want to manage really users it seems necesary to install kuser.
All are detected and can be deleted.

This seems to me a rather important feature which need to be corrected if we want to promote the use of Plasma among windows users.

Yes the user-manager is pretty much useless for multiple user accounts.
These problems are reported already. Let's hope for fixes
