I can see a file "neon.list.save".

Remove everything from the sources.list file please. Those entries should be in the official repo list file aswell and packages.maulinux.org shouldn't be in there. (it should be nowhere as we deactivated that explicetely with this update)
Then after an apt-get update you should be able to install maui-apt-config again. Hope that helps

I noticed I had some duplicates in my software sources so i removed them. Does this look like its supposed to?

"maui-xenial-backports-neon" seems missing, you need this in addition if you enable "maui-xenial-backports" like in your current list.

First you have maui-xenial-backports checked which we have by default unchecked. (See blogpost on the homepage) and then I can't seem to see the maui-xenial-backports-neon source anywhere.

now that 2 is released how does one get this new driver manager? I figured out how to get the new wallpaper but not the new driver manager.

Usually it should be installed with upgrading as it is a new recommended package for the meta package.
If you want to/need to install it manually just use synaptic to install kubuntu-driver-manager |
