Though in this output I don't see that it wants to remove packages. So upgrading should be relatively safe.
Maybe after upgrading those packages you can upgrade also the rest of the packages that are hold back currently.
I upgraded but couldn't upgrade the rest of the packages which were held back in the second step. So I decided to let remove before mentioned packages hoping to be able to reinstall them later, but I still get error messages that some packages are broken or dependencies not fulfilled when I try to install kmail for instance.
