What process is hogging the CPU?
In Konsole type : top
Disable background processes systemsettings/startup and shutdown/ background services
Enable one by one (check cpu)
You could make another user account and see how that compares
Stop/Start plasmashell : kquitapp plasmashell && plasmashell &
Did this happen after adding any wigets?
