[Unsolvable] - Brother MFC-7220; Printer works, Scanner Doesn't.

Have you checked if that vendor id

ATTRS{idVendor}=="04f9", ENV{libsane_matched}="yes"

is correct ?
I mean if the scanner is attached via usb lsusb should show you the ID and the first one XXXX:YYYY (so the X's) should be the vendor id.
Maybe  it is different for your device.
