What you can try are these things here. Try them one by one not all at once please.
1. Remove the plasma cache (just in case): ~/.cache/plasma-svgelements-default* files need removal and relogin
2. Disable VSync in Compositor setting
3. Try Xrender instead of OpenGL
4. Force usage of modesetting driver. Create a file with root rights in /usr/share/X11/xorg.conf.d/20-intel.conf with the following contents
